核心人士指出，馬英九針對扁政府全面推動政府機構正名行動的態度，原本是承受來自深藍陣營的壓力，主張要全面反制、杯葛，但在熟悉民進黨策略運用的幕僚提醒下，馬英九才修正攻防策略，主張將國營事業機構正名，與郵票國號更名兩事進行「切割」，對前者採取較為彈性的作法，但緊咬涉及郵票上中華民國國號更名行動進行反制。

相關人士指出，馬英九在昨天下午舉行記者會前，就已敲定主打郵票更名問題，但不緊咬涉及「台灣」的政府機構正名問題，以免被綠營扣上不愛台灣的罪名。馬在記者會中還說，「在郵票上拿掉中華民國，非常不適當，但其他的國營事業，則是另當別論」。
